Speakers Bureau

Policies

CATEGORY III:  Limited Audience Program

  • An organization that applies for a program must be a Nebraska not-for-profit organization or an educational institution.
  • Each organization and/or target audience is limited to two Speakers Bureau programs or events per calendar year.
  • Applications for Speakers Bureau programs must be received by the NHC no more than one year and no less than 30 days before the program date.
  • NHC Speakers Bureau programs may not be used as fundraisers.
  • NHC Speakers Bureau programs may not be used to promote particular political positions or points of view. All NHC programs must be balanced.
  • The project director must notify the NHC and the speaker of any changes as soon as possible.
  • Speakers Bureau final reports must be received by the NHC no more than 10 days after the program date.
  • The organization is responsible for paying a $50 processing fee ($100 for the second program in a calendar year) plus 50% of the speaker expenses (honorarium and travel, which is determined by the NHC). The processing fee is $75 for the following high-use speakers: Dale Clark, Darrel Draper, Charlotte Endorf, and Chris Sayre. The processing fee must accompany the application form. Applications will NOT be processed without this fee. For high-use speakers, the second program in a year costs $100 processing fee plus 50% of the speakers expense. Note: Please check Categories and Eligibility Requirements section for Notable Nebraskans policies.
  • Public institutions such as prisons, state hospitals, veterans homes and youth treatment centers must pay only the $50 processing fee ($100 for the second program in a calendar year). The processing fee is $75 for the following high-use speakers: Dale Clark, Darrel Draper, Charlotte Endorf, and Chris Sayre. The 50% match is waived.
  • Although the organization is not required to promote the program or open the program to the public, any publicity about the program must acknowledge NHC funding. The NHC poster must be displayed at the program site and must be clearly visible. The NHC support of the Speakers Bureau program must be acknowledged at the beginning of the program.
  • The organization may not charge for the NHC Speakers Bureau program, but may charge for meals at the program.
  • The organization must pay the speaker(s) on the day of the program (the NHC processes checks on the 15th and 30th of each month). The organization must deposit the check and write the speaker a check from the organization for the same amount as the NHC check.
  • Contributions from individuals to support the programming of the Nebraska Humanities Council at the Speakers Bureau program should be returned with the final report.
  • Individuals interested in making a gift at a later date should be encouraged to contact the NHC offices directly.
  • The NHC requires a notice of the cancellation of a program at least 15 days before the program, or the organization forfeits the processing fee.
  • If an organization fails to contact the speaker about the cancellation of a program, the organization is responsible for paying the speaker honorarium and travel cost in full.
  • Organizations are responsible for paying speaker honoraria and mileage over $500. For example, if the honorarium and mileage total $540, the NHC pays $500 and the organization pays $40. This does not include the processing fee.
  • Failure to comply with NHC Speakers Bureau policies can result in the organization not receiving future funding from the NHC.
